Bachelor degree was obtained in Polytechnic Institute of Tajik Technical University (PITTU), department of Construction and Transportation, occupation urban planning. The theme of thesis was “Calculation of bases and foundation of PITTU lab”, where the work was very necessary for administration of the university. Based on this work (project) was built the laboratory for 450 students. The area of the research work was in the left shore of the Sir Darya River in Khujand city, Tajikistan. Based of geomorphology area is situated on the swamp of the river and the relief is flat. The level of groundwater is in the 9, 5 meter, that doesn’t have influence to foundation. Geological survey showed that there some type (level) of soil: 1) clay loam (transported), 2) macadam, 3) clay.
Water plays main role in the national economy and human life. However water distributed over the earth over time but unevenly. There are dry areas and areas affected by waterlogging of land. In the same area can sometimes be excess water that causes damage to the national economy, while at other times of the year – its downside.
This paper sets out the investigation of the theoretical and practical aspects of the promoting and implementation of Integrated Water Resources Management in the Sughd province of the Republic of Tajikistan, particular in Istaravshan city. The appropriateness of the investigation lies in the fact that the country is on the brink of significant change in water management. In history after independency Tajikistan moves to new type of water resources management of administrative, technical and institutional.Scientifically and timeliness of the investigation is that it shows all sides of the process as well as present condition of Katta-Say irrigation system.
Purpose of research: Assessment of technical conditions of the Katta-Say irrigation system and functionality of water users association (WUA) within the system – assess the operational capacity of the irrigation system by water users.
Objectives of research: 1. Analyze technical condition of Katta-Say irrigation system; 2. Comprehensive assessment functioning of WUAs; 3. Identification role of users for operation of irrigation system.
Subject and object of research: The subject of research work is Katta-Say irrigation system and the object of research work is impact of irrigation system on local community (WUA).
Hypothesis: Community (water users) which are located within the system are not effectively operating the irrigation system, besides they do not support local water management authorities to operate the irrigation system in a stable manner.
Institutional analysis - is used to assess (Worldbank, 2009) the capacity and behavior of organizations that carry out reforms. It helps identify constrains within an organization that may undermine policy implementation.
